April 7, 2020, Moscow — Smart Tracker FRS — a face recognition biometric system by Speech Technology Center, part of the Sberbank ecosystem — is one of the options of the Safe City hardware and software suite in Sakhalin Region.

The biometric system analyzes images from more than 1,000 SSTV cameras installed on the island. This system has already improved the efficiency of the Sakhalin Regional information center and positively affected public safety. In the first two days of its operation, it identified more than 20 violators of instructions of Chief State Sanitary Physician of the Russian Federation who deliberately didn’t comply with a two-week quarantine after arriving from places with high risks of coronavirus spread.

The island was one of the first regions in Russia to use digital technologies to monitor quarantine and self-isolation regulation observance and prevent the spread of coronavirus on the islands.”

As Speech Technology Center emphasized, the company did not tailor this solution to fight against COVID-19 specifically but rather created a comprehensive facial recognition system a long time ago for Safe Cities in which all functions are out of the box without additional setup. The solution is evolving while being replicated across country regions from one project to another. It is already being used at 14 sports facilities, 24 transport facilities, and five Safe Cities.

The key advantage of Smart Tracker FRS is its efficiency in difficult conditions when people move with their collars, scarves or medical masks on. Recognition is based on a neural network algorithm that analyzes the available part of the face, rather than matching the location of key points. Therefore, the system doesn’t care what part of the face is covered with a familiar scarf or a new medical mask. Thanks to its improved technical characteristics, Smart Tracker FRS is a ready-made tool to resolve problems both at the regional and national levels.
